Care Leavers Programme offers £40,000 of funding to organisations supporting young care leavers
We are pleased to offer a £40,000 Care Leavers Programme, thanks to funding from The Local Authorities’ Mutual Investment Trust Limited and a generous local donor.
The programme is offering grants between £5,000 and £10,000 to local authorities and charitable organisations supporting young care leavers.
The grant should help to address any of the multitude of challenges that care leavers face and provide experiences or opportunities from which they may not otherwise benefit.
Applications can be made for projects, or organisations may submit an application on behalf of specific individual(s), where these requests are supported by the beneficiary’s local authority Personal Advisor or other responsible youth worker (to be considered on a case by case basis).
Application criteria
- The applicant must be a local authority or charitable organisation with a track record of delivering support for care-experienced young people.
- Beneficiaries must be care leavers or care-experienced young people between 18 and 25 living in Cambridgeshire (this includes Peterborough).
- Funding from this programme cannot be used to subsidise expenditure that is already the statutory responsibility of a local authority.
- Funding must be fully spent within one year of the grant award.
- Applicants must describe how they will capture the stories and meaningful data from their proposed project. They should be prepared to report on what works well and what doesn’t, both for care leavers and for future collaboration with funders.
Examples of eligible expenditure
The following suggestions are not exhaustive. We will aim to be as flexible as possible when considering funding requests.
Eligible project expenditure includes:
- Funding for youth workers working with care leavers.
- Projects run by/for young people which support care leavers (e.g. peer group social participation or care leavers forum).
- Financial education and resilience courses.
- Therapy and counselling courses.
- Theatre, concerts and general arts excursions.
Eligible individual beneficiary expenditure includes:
- Funding to assist those not in employment, education or training.
- Bursaries for university, college and apprenticeships.
- Funding towards deposits.
- Travel costs or study trips.
- Meals at college/university.
- Cost of equipment or clothing for specific purposes.
- IT equipment for study (Priority will be given to those without access to a computer at home or with a particular additional need).
Higher priced branded clothing and IT will not be supported unless there is a specific need for a certain make/model that is confirmed by the education provider.

Applicants can apply via the Outlook Fund’s application process. Please apply using the fund’s existing online application form and state that you are applying for the ring-fenced Care Leavers Programme.
